Quoted against the oils, not the bar. 30.0g at 3% of oils works out to 2.3% of the cured bar, because lye, water and the cure all move the denominator. A recipe that says "3% fragrance" almost always means the first figure.

How this is worked out

Soap quotes fragrance against the oil weight — the fats in the recipe, before lye, water or anything else. That is the opposite instinct to candles, where the load is often quoted against the finished product, and it is why a candle maker's first soap batch usually comes out under-scented. The arithmetic itself is one line. What takes judgement is the ceiling, and the honest answer is that this site cannot tell you what it is: IFRA limits are set per fragrance material, so the maximum for the specific scent in front of you is a number your supplier publishes on its certificate and nobody else can know. So the calculator takes that figure as an input and checks your working rate against it, rather than inventing a general limit.

Questions makers ask

How much fragrance oil per pound of soap?
The question is usually asked the wrong way round — soap fragrance is quoted against the OIL weight, not the finished bar. At the working rate of 3%, one kilogram of oils takes 30 g of fragrance, which is about 0.07 oz per pound of oils.
Is the percentage of the oils or of the finished bar?
Of the oils, essentially always. It matters because the two are not close: 30 g at 3% of oils works out to only 2.3% of the cured bar, because lye, water and the cure all move the denominator.
What is a normal usage rate for soap?
Between 1% and 6% of the oil weight, with 3% the working default for a bar that sells. On a one-kilogram batch that is 10 g at the light end and 60 g at the strong end — about 2.5 g in each of 12 bars at the default.
What is the IFRA maximum for soap?
There is no single figure, which is why this calculator asks for yours. IFRA sets limits per fragrance material, and your supplier publishes the resulting maximum for each scent they sell as a category 9 figure — category 9 being rinse-off products, which is what bar soap is. Read it off the certificate for the exact scent you bought; a generic number is not a substitute.
Can I use essential oils instead?
Yes, with two caveats. Several fade badly in cold process — citrus especially, which often disappears entirely within weeks — and some are restricted to lower rates than synthetic fragrance oils, not higher. The certificate matters more with essential oils, not less.
Why does my soap smell weaker after curing?
Some loss is normal as the bar dries and the top notes go. Beyond that, the usual causes are a scent that was never rated for soap, an essential oil that does not survive saponification, or fragrance added to hot process batter before it had cooled enough.
Does fragrance oil affect the lye calculation?
No. Fragrance is not a fat, so it does not saponify and plays no part in the lye weight. It is added on top of the oils. It does affect how the batch behaves — some fragrances accelerate trace sharply, and a few discolour a bar brown.
