Bath bombs without citric acid
Cream of tartar is the usual answer and it fizzes far less. Here is exactly how much less, and the recipe that gets the most out of it anyway.
Cream of tartar is the workable substitute, and gram for gram it delivers about 34% of citric acid’s fizz — one acidic proton on a molecule almost twice the weight. Use it at roughly one part cream of tartar to 0.7 parts bicarbonate rather than the usual 1:2, because it needs far less bicarbonate to react with. Lemon juice does not work at all: it is mostly water and sets the reaction off in the bowl.
This page exists because citric acid is awkward to buy in a useful size, not because the substitutes are good. They are not. It is worth being clear about that up front, because the internet is full of substitute recipes written as though nothing is lost, and the reader who follows one gets a hard white puck that sits in the bath doing very little.
The reason is simple enough to see once it is written down. A fizz is acidic protons meeting bicarbonate: one proton, one bicarbonate, one puff of carbon dioxide. Citric acid carries three protons on a small molecule, which is why it is the standard. Cream of tartar carries one on a molecule almost twice the weight — so a gram of it releases about 34% of the gas a gram of citric acid does. No technique recovers that.
What you can do is stop wasting the little you have. Most substitute recipes keep the 1:2 ratio, which for cream of tartar leaves an enormous surplus of bicarbonate that has nothing to react with. What that costs you on a real batch

34% of the fizz. This is what happens when a recipe simply substitutes one for the other and leaves the ratio alone — most of the bicarbonate has nothing to react with.
61% of the fizz, at 1:0.7. Better, and it is the best this substitute can do — the bomb is now mostly cream of tartar, which is neither cheap nor the same product.
What is actually going on
A fizz is one acidic proton meeting one bicarbonate. Citric acid has three on a molecule weighing 192 g per mole; cream of tartar has one on a molecule weighing 188. That single comparison explains the entire table above, and it is why no substitute in a kitchen cupboard gets close.
A gram of citric acid consumes 1.31 g of bicarbonate; a gram of cream of tartar consumes 0.45 g. Keeping 1:2 with cream of tartar means most of the bicarbonate is inert filler. The recipe builder restates the ratio when you change the acid, which is the whole reason it has an acid selector.
It is water with a little acid in it, and water is the thing a bath bomb is protected from. Adding it starts the reaction in the bowl, so the mix rises, sets solid and has already spent its fizz before it reaches the mould. The dried, powdered citric acid you are trying to avoid is the concentrated version of exactly what you are adding.
Two acidic protons on a light molecule gives it 85% of citric acid's fizz — far better than cream of tartar and genuinely usable. It is a standard wine-making acid, which means a brewing shop usually has it. It costs more than citric acid, which is the only reason it is not the default.
Cream of tartar is a small-tub baking product and is expensive per kilo, and a corrected recipe uses a great deal more of it than a citric recipe uses citric acid. Making bath bombs without citric acid because citric acid is hard to find is reasonable. Doing it to save money is not.
Making a substitute batch work
Cream of tartar wants roughly one part to 0.7 parts bicarbonate to keep the same margin of surplus citric runs at 1:2. That single change is the difference between the two cream-of-tartar bands above.
Cream of tartar is a hardener in its own right — it appears in ordinary bath bomb recipes at a few per cent for exactly that reason. A batch built on it packs firmly and releases cleanly. It just does not fizz much.
A disappointing fizz tempts people to wet the mix harder so it "activates" better. It does the opposite: liquid spends the reaction in the bowl. Keep the wetting exactly as sparing as a normal batch.
If citric acid is genuinely unobtainable, a bicarbonate and epsom salt soak with the same fragrance is a better product than a weak fizzy. It is honest about what it is, and nobody is disappointed by a bath salt that does not fizz.
